This position is located at the Seney National Wildlife Refuge in Seney, Michigan. In this position, you will serve in a key fire management position as a Fire Management Specialist (Prescribed Fire and Fuels). The incumbent will have program responsibility for prescribed fire, fuels management, smoke management, and wildland fire uses, and will provide professional advice and assistance to meet resource management objectives with prescribed fire and/or wildland fire use.

This position has been identified as one of the key fire management positions under the Interagency Fire Program Management (IFPM) Standard. This position has been categorized as a Unit Fire Program Manager (Moderate), and requires selectees to meet the minimum qualification standards for IFPM prior to being placed into the position. Duties of this position include, but are not limited to:

Program Management:

* Provides professional expertise in the development and implementation of multiple resource objectives.

* Develops and analyzes fuels treatment alternatives to support management decisions while adhering to

applicable laws, regulations, policies, and guidelines.

* Evaluates individual fuels treatments as well as the effectiveness of the overall program and makes

recommendations for improvement.

* Represents the Service in multi-agency fuels management activities.

* Collects and analyzes information through a variety methods including field surveys, computer modeling, and

specific literature searches.

* Responsible for the smoke management program to ensure compliance with state air and quality standards.

* Performs fiscal analysis, formulates the annual fuels management budget, and maintains a system of

accounts to track program expenditures.


* Serves as a member of an interdisciplinary team in planning, developing, and implementing land

management plans, compliance documents, and agreements.

* Provides expertise to other resource program managers in the design of fuels management prescriptions and

implementation plans.

* Provides advice on fuels management methods to enhance, restore and protect ecosystems.

* Participates in the development, review, and modification of the fire management plan. Develops, reviews,

and monitors fuels management plans.

*Works closely with other resource specialists to integrate vegetation management concepts into fuels

management projects.

* Prepares wildland fire risk assessments. Participates in the development of cooperative agreements to

facilitate multi-agency projects.

Operations and Safety:

* Plans, implements and participates in prescribed fire activities, wildland fire, and fuels management activities

to ensure targets are achieved, management objectives are met and mitigation measures are adequate.

* Monitors fire behavior, evaluates fire effects, identifies potential problems and takes appropriate action.

* Designs and conducts fuels management inventory analyses.

* Identifies training needs and participates in prescribed fire and fuels management, and wildland fire and

safety training in the techniques, practices, and methods of fire suppression.

Basic Requirements for the GS-0401 series:

A. Degree: biological sciences, agriculture, natural resource management, chemistry, or related disciplines appropriate to this position. You must submit college transcripts.


B. Combination of education and experience - courses equivalent to a major in biological sciences, agriculture or natural resources management, chemistry or at least 24 semester hours in biological sciences, natural resources, wildland fire management, forestry, or agriculture equivalent to a major field of study, plus, appropriate experience or additional education that is comparable to that normally acquired through the successful completion of a full 4-year course of study in the biological sciences, agriculture, or natural resources. You must submit copies of your college transcripts so that we may verify you meet the basic qualification requirement. Failure to submit copies of college transcripts will result in an ineligible rating.

In addition to meeting the above basic entry qualification requirements above, applicants must have specialized experience and/or directly related education in the amounts indicated below to qualify for the GS-09 level. One year of specialized experience comparable in scope and responsibility to at least the next lower level (equivalent to grade GS-07) in the Federal service performing analytical/evaluative work that includes 2 (or more) of the following 3 categories: experience demonstrating understanding of fire effects on cultural and natural resources; prescribed fire/fuels management activities; and/or fire management operations work that included at least 4 of the following: mobilization and dispatch coordination, fire prevention, training, logistics, equipment development and deployment, fire communications systems and suppression and preparedness.


Two successfully completed full years of progressively higher level graduate education leading to a master's degree or equivalent graduate degree in fire science, fire management, biological sciences, agriculture, natural resource management, or a closely related discipline. One year of graduate education is considered to be the number of credit hours that your graduate school has determined to represent one academic year of full-time study. Such study may have been performed on a full-time or part-time basis. If you cannot obtain your graduate school's definition of one year of graduate study, 18 semester hours (or 27 quarter hours) is considered as satisfying the requirement for one year of full- time graduate study.


A combination of education and experience as listed above. To compute, first, determine your experience as a percentage of the experience required in A; then determine your graduate education as a percentage of the education required in B. Note: Only graduate education in excess of the first 18 semester hours may be used. Add the two percentages. The total percentage must equal at least 100%

The Land Management Workforce Flexibility Act (Act),P.L. 114-47, allows certain individuals (land management eligible) who currently or formerly were under time-limited competitive appointments at certain land management agencies to compete under merit promotion procedures:

Current appointees:

·Must have been hired under competitive examining procedures to a time limited appointment with a land management agency,

·Must have served under 1 or more time limited appointments by a land management agency for a period totaling more than 24 months without a break in service of 2 or more years; AND

·Must have performed at an acceptable level.

Public Land Corps Hiring Authority:

(1) In order to be eligible for PLC non-competitive status, a former member of the PLC must provide documentation, as part of their application, verifying their eligibility and meet the following criteria:

(a) Served as a qualified youth on an appropriate conservation project completing a minimum of 640 hours of satisfactory service that included at least 120 hours through the PLC;

(b) Applied to a vacancy announcement for which applications are being accepted from individuals with non-competitive status;

(c) Meet the Office of Personnel Management (OPM) minimum qualification standards stated in the vacancy announcement for the position which you are applying; and

1). At least 90 days of prior firefighting experience, as gained by substantial service in a primary firefighting position or equivalent experience outside the Federal Government:

The Department of the Interior defines wildland firefighting experience as; on-the-line wildland firefighting experience gained through containment, control, suppression, or use of wildland fire. This experience can be met by serving in a temporary, seasonal, or equivalent private sector fire position for no less than 90 days. Wildland fire is defined as any non-structure fire that occurs in the wildland. This includes wildfire and prescribed fire.

2). Held or Currently hold one of the following NWCG qualifications or higher: Single Resource Boss-Engine (ENGB), OR Single Resource Boss-Crew (CRWB).

3). Held or Currently hold the NWCG qualification Prescribed Fire Burn Boss Type 2 (RXB2) or higher.

Other KSAs:
