POSITION SUMMARY: * Provide complete and usable facility and infrastructure study and design services. Provides efficient, effective and timely Structural engineering expertise, to include but not limited to Heating, Ventilation and Air Conditioning (HVAC) and petroleum, oil and lubricant delivery systems supporting the development, design and program management of Kirtland AFB facility projects. Interfaces with customer-civil engineering\/contracting management personnel as required resolving Kirtland AFB engineering services customer support issues. Accomplishes other administrative tasks as required to ensure effective contractor civil engineering services customer support to Kirtland AFB.Manageand oversee structural engineering projects for design, design-build.Manage and oversee structural projects from anysource of funding and with any execution agent. The qualified candidate will work with a team of government and contractengineers, surveyors and construction professionals to ensure customersatisfaction and timely project completion. * MAJOR JOB ACTIVITIES: * 1. Engineer,design, and develop plans for civil, structural and architectural maintenance,alterations and improvements to facilities, utilities, and grounds. 2. Interfacewith Government counterparts and operating personnel on facility requirements,maintenance planning, design, and development considerations. 3. Prepareand monitor installation design plans and work order improvements tofacilities. 4. Provideengineering assistance to maintenance shops and planners for issues beyondtheir expertise. 5. Researchand prepare cost estimates, specifications and standards, and procurementpackages for new or modified facilities. 6. Asrequested by the customer assist with constructability design reviews forupcoming projects. 7. Prepareand submit reports dealing with facility infrastructure and utility systemsstructural integrity and health with particular emphasis on corrosion control. 8. Perform other duties as required. 9. Prepare estimates and statements of work (SOW's)for infrastructure maintenance and development projects 10. Perform qualitative and quantitative research anddata gathering and identify key themes, trends, and opportunities from complexdata sets. 11. Capture, synthesize, and summarize key pointsfrom interviews, focus groups, and internal meetings, translating insights intodraft deliverables and products. 12. Develop creative and innovative solutions toclient issues and project approaches. 13. Develop accurate and complete staff documentationto support project execution and completion. 14. Ability to think conceptually and strategicallyand learn quickly; critical thinker, analyst, and active listener. 15. Ability to meet deadlines, adhere to projectplans, ensure any conflicts are brought to the attention of the managementteam, and multi-task and work on several projects simultaneously. * MATERIAL & EQUIPMENTDIRECTLY USED: * Personal Computer operations andother general office equipment.May be exposedto potentially hazardous conditions that require wear of hard hats, gloves,steel toed boots, hearing protection, safety glasses and other personalprotection equipment (PPE); may be required to push, pull and lift heavyequipment. Use of portable radio or cell phone to maintain contact andaccountability of work activities.Must be able to use typical test gear related to his profession including laser alignment equipment. * WORKING ENVIRONMENT: * Workwill be indoors and outdoors. Must be skilled with Microsoft Office Suite. Excellent oral and written communication skills.
