Main Purpose of Job
This individual directs the daily operations and administration of the **MEMBERS ONLY**SIGN UP NOW***.'s (HCHD) Emergency Preparedness (EP) program including development of work plans, budget preparation and oversight, submission of progress reports, supervision of staff, and the training of agency staff and incident management team. This position is accountable for strategic and long-term agency planning for bio-defense and all-hazards emergencies, which includes research and development of policies, significant coordination among federal, state, and local agencies, community groups and businesses, and the public, development of written plans and after action reports, and leadership in agency/county-wide emergency preparedness exercises. This individual represents the county as the jurisdictional Public Health Emergency Planner (PHEP).

Requirements
MINIMUM QUALIFICATIONS
Education
Possession of a bachelor’s degree from an accredited college or university in nursing, social work, psychology, education, counseling, or a related field.
Experience
Six years professional experience in health services, three of which must have been in professional clinical or administrative services in areas other than Mental Health, Developmental Disabilities or Addictions, and two years of which must have been at the managerial or supervisory level.
Notes
1. Applicants may substitute a master’s or Doctoral degree in a health or human services field for up to two years of the required general experience.
2. A bachelor’s degree from an accredited college or university in another field plus an additional year of professional experience in health services may be substituted for the specific degree.
3. Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer in Health Care Administration classifications or Health Services Administration specialty codes in the health related field of work on a year-for-year basis for the required experience and education.
DESIRED OR PREFERRED QUALIFICATIONS
Direct experience in emergency operations planning, implementation, and evaluation of activities for an agency/organization.
Experience conducting performance evaluations of supervised staff and ensuring their completion of quality work.
Experience leading and managing programs, including plan development, implementation, evaluation and budget management.
