\tCoordinates the Substance Abuse and Mental Health Administration (SAMHSA) response in emergency situations, including ensuring cross-SAMHSA communications regarding terrorism/bioterrorism/mass trauma events.
\tOversees the recruitment, training and screening of the SAMHSA Emergency Response Cadre following a Presidential disaster declaration, ensures that there are adequate operational facilities, staff and communications for effective program support.
\tProvides leadership and guidance in the analysis and planning of the overall Agency and interagency programs and program policies.
\tActs as liaison with national organizations regarding SAMHSA's emergency preparedness and response initiatives and programs.
\tAs an expert in policy, budget and program planning, recommends and participates in developing strategies for designing and implementing emergency preparedness and response programs.
\tCoordinates responses to Congressional, Department or other Administration, and constituent groups requests for information regarding SAMHSA's disaster preparedness or response activities.
\tDevelops, coordinates and implements the Agency's national program policies; develops and implements plans designed to enhance relationships with stakeholders; recommends and participates in developing strategies for designing and implementing emergency preparedness and response programs.
\tServes as an advocate with the Office of Emergency and Preparedness (OEP) and other federal agencies with programs related to disaster, emergency or large-scale trauma response. Ensures appropriate response to the mental health and substance abuse needs that result from such events.
\tLeads and facilitates SAMHSA workgroups and planning committees related to emergency, disaster terrorism and/or bioterrorism issues.
\tRepresents SAMHSA in committees, seminars, and high-level meetings providing information about the Agency's emergency preparedness and response activities and programs.
,qualifications:Minimum Qualification Requirement:

Must have at least one year of specialized experience, equivalent to the GS-14 grade level in the Federal service that included demonstrating knowledge of emergency management in terrorism/bioterrorism/mass trauma events; providing leadership to support public health emergency preparedness initiatives and programs to the full range of disasters or emergencies; and leading workgroups and training relating to emergency, disaster, terrorism and/or bioterrorism issues.

Documenting experience: In accordance with Office of Personnel Management policy, federal employees are assumed to have gained experience by performing duties and responsibilities appropriate for their official series and grade level as described in their position description. Experience that would not normally be part of the employee's position is creditable, however, when documented by satisfactory evidence, such as a signed memorandum from the employee's supervisor or an SF-50 or SF-52 documenting an official detail or other official assignment. The documentation must indicate whether the duties were performed full time or, if part time, the \percentage of times\ the other duties were performed. It is expected that this documentation is included in the employee's official personnel record. In order to receive credit for experience in your resume that is not within the official series and grade level of your official position, you must provide a copy of the appropriate documentation of such experience as indicated above.

Experience refers to paid and unpaid experience, including volunteer work done through national Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to gain employment. You will receive credit for all qualifying experience, including volunteer experience. If such experience is on a part-time basis, you must provide the average number of hours worked per week as well as the beginning and ending dates of the experience so it can be fully credited.
